Use the information below to choose the correct guide for your role and task.
I am an end user and need to start the ECA process
Use the DSCA ECA End-User Playbook. This guide explains the overall onboarding process, including how to identify your Authorized Department of War Employee (ADE), request a voucher, complete the IdenTrust application, complete identity verification, register in DMDC, and request final system access.
I am an end user and need to install or activate my certificate
Use the guide that matches the type of certificate you were issued:
DSCA ECA Software Activation Guide – for users issued a software certificate installed on a computer.
DSCA ECA Hardware Activation Guide – for users issued a hardware token / smart card-based certificate. The End-User Playbook directs users to separate detailed activation guides for hard and soft certificate installation.
I am an ADE supporting a mission partner
Use the DSCA ECA ADE Playbook. This guide explains ADE responsibilities, eligibility, ADE registration, voucher initiation, in-person identity verification, digital submission to IdenTrust, and post-issuance guidance for DMDC sponsorship.
I need to request a voucher for a user
Use the ECA Voucher Request Form. This form is used by the ADE to request an ECA certificate voucher on behalf of a foreign national, including certificate type selection and mission justification.
I am a DMDC sponsor and need to approve a request
Use the Quick-Start Guide for DMDC Sponsors. This guide explains how sponsors receive the notification, log into the portal with a CAC, find the pending request, review it, and approve the sponsorship.
I am not sure whether I need a software certificate or hardware token
Contact your ADE. The ADE determines whether the user requires a software certificate or a hardware token based on the workstation setup and mission need.
